Palomar Family Counseling Service, Inc. (PFCS), a nonprofit corporation was formed in 1956 by community leaders who saw a need for professional coordinated counseling and other therapeutic services for children and families. This original framework of support from North County leaders has continued to be an important component of PFCS strength and community roots.

In addition to the strong volunteer support in founding the agency's main office in Escondido, the committed involvement of community volunteers led to the establishment of PFCS service offices in Vista, Poway, and Fallbrook. PFCS provides mental health services to North San Diego. PFCS is supported by community, private, public funding, and by donations and fees.

PFCS mission is to strengthen families through community outreach services, professional counseling, and working with local collaborations. The agency mission is expressed through the provision of a full range of comprehensive and integrated services that include prevention, education, early intervention, assessment, clinical treatment, individual and family counseling, crisis response and professional training. To affect its mission, PFCS has structured activities in six main areas:
• Mental health assessment and treatment services
• Counseling services
• Child youth and family community site-based

• Early childhood programs
• Prevention programs
• Court ordered treatment services

Professional employees include state licensed psychologists, licensed clinical social workers, licensed family counselors, and TERM approved therapists. All counseling staff members have a minimum of a Master's Degree with experience in their respective field of professional service. Counselors in specialized programs meet certification requirements in their fields including domestic violence, child abuse, family therapy and substance abuse. Services for children, youth and families are bi-lingual and culturally competent. PFCS has a training unit for pre-licensed counselors.
PFCS is certified by the California Department of Education, Special Education Division, as a nonpublic nonsectarian agency providing services for individuals with exceptional needs. This agency is certified by the County of San Diego, Department of Probation to provide batterer's treatment and is certified by the State of California, Health and Human Services Agency, Department of Alcohol and Drug Programs to operate an alcoholism and/or drug abuse recovery or treatment program.
PFCS uses Evidence Based prevention and treatment models and Positive Behavioral Supports in the provision of many services. PFCS programs use Outcome Driven models.
